A recent Environment Agency survey reveals that just 27% of waste crime incidents are reported, despite widespread impacts on landowners, councils, and communities. Over half of victims were affected by illegal dumping, often by organised criminal networks. Many reported losses in excess of £50,000.
A separate Sky News investigation exposed the scale of the issue, highlighting gangs using fake waste carrier credentials to collect rubbish from unsuspecting customers before fly‑tipping it across rural England.

The government’s landfill tax reform consultation closed on 21 July 2025, and the implications for the waste and construction industries are significant.
Industry bodies including the Local Government Association and Mineral Products Association have warned that sudden changes could drive up fly‑tipping, undermine legal restoration projects, and increase costs for compliant waste operators.
We support reform that simplifies the system, but it must be implemented gradually. Police & Crime Commissioners from Hampshire, Sussex and Kent are backing a new joint strategy to tackle fly tipping and illegal waste activity across the South East. The move comes after a year of enforcement raids and public pressure to address rising rural waste crime.
We’ve seen first-hand the damage caused by rogue operators. Cross-border collaboration and better enforcement are welcome steps and we’ll continue to support councils and businesses to stay compliant and avoid penalties.
Hampshire Police recently arrested a driver wanted for skipping court and discovered dozens of black bags containing cannabis grow waste dumped in the New Forest. It’s another bizarre example of criminality and waste management crossing paths.
